According to Variety, the movie will be based on a story in the Washington Post by Laura Blumenfeld called “The $700 Billion Man.”
Presumably everyone in Hollywood has decided to keep their respective mouths shut about the irony of making a film to chastise financial promiscuity that will inevitably cost a lot of money to make. It’s probably for the best.
